Recognized as the Dean of American notaries, Mr. Piombino is a trusted resource and quoted by both

The Wall Street Journal when notarial-legal issues arise. He is the author of nine legal books, including
Notary Public Handbook: A Guide for New York, Fourth Edition and
Notary Public Handbook: Principles, Practices & Cases, National Edition. Besides his books and articles, Mr. Piombino serves as an independent expert witness in the courtroom and litigation consultant for attorneys and government officials on fraud, negligence, election controversies and legal procedure cases, as well as attorney and notary disciplinary matters concerning misconduct.
As Lead Investigator, he designed and supervised the
Special Investigation Report on the Status of the Office of Notary Public in New York State (Download PDF File), where the overwhelming majority of notarial official acts were performed in a cavalier manner. This landmark investigation was the first and only formal audit on notarial activity in United States history. Providing documented evidence of notarial negligence and incompetence, this investigation was widely reported by
The New York Times and
The Wall Street Journal and has been cited, as are Piombino's legal books, by federal judges in court decisions (e.g.

Mr. Piombino holds active memberships in numerous professional and public organizations, including the National Speakers Association, National Judges Association, Northeast Academy of Legal Studies in Business, and is past State University of New York (SUNY) college business law faculty. Piombino is an invited member of the American Bar Association Information Security Committee, and a contributor to the
ABA Model Digital Signature Guidelines for electronic signatures, electronic documents and the new CyberNotary.
He received his Bachelor of Science degree in Business Administration and a Master of Public Administration degree from Marist College. He has served as Civil Service Commissioner and Fair Hearing Officer for the City of Portland, Maine. He is listed in
Who's Who in American Law, Who's Who in the East, Who's Who in America and
Who's Who in the World.
Captain Piombino holds a commercial ship captain rating (U.S.C.G. license) and is a Master officer in the U.S. Merchant Marine. He was born in the Hudson River Valley of New York State, near Hyde Park.
